Scott Foster Obituary

With heavy hearts, we announce the passing of Scott J. Foster, who left us unexpectedly on May 20, 2025 in Alexandria, Virginia. A husband, son, brother, father, uncle, and friend, Scott will be remembered for his magnetic energy, charisma, sharp wit, and the depth of his character.

His memorial service will be held at 11:00 a.m. Saturday, September 20, at United Methodist Church in Willmar, with visitation beginning one hour prior to the service at the church. Interment will be held at Arlington National Cemetery in Virginia. Arrangements are with Harvey Anderson Funeral Home of Willmar.

Born July 31, 1958 in St. Cloud, Minnesota to Don and Doralyn (Dee) Foster, Scott was the eldest of four brothers and a natural leader from the start. He excelled in sports throughout his life, displaying athleticism and drive on the field, on the court, and on the fairways. His love for competition was matched only by his compassion, generosity, and ever-present humor.

Scott earned a BA and an MBA from Marymount University and obtained CPA credentials. He served his country honorably for nine years, first as a linguist in the U.S. Navy and later in the U.S. Army National Guard, developing a deep sense of duty and camaraderie that shaped his worldview.

His civilian career spanned more than 25 years, during which he became a recognized leader in structuring and financing complex federal projects across the energy, information technology, and infrastructure sectors. Known for his strategic vision and ability to navigate multifaceted challenges, he played a pivotal role in shaping initiatives that delivered lasting value to both government and private-sector partners. Of all of his achievements, one of his most memorable is the deep respect he earned from colleagues and industry leaders alike—a testament to his sharp intellect, analytical insight, and collaborative spirit.

A renaissance man, Scott was also a history buff with a fierce passion for music—everything from heavy metal to folk. He had a gift for sensing songs that spoke to people, making them feel seen and heard. He was a storyteller, a jokester, a sports fanatic, and a gifted writer, often sharing his wisdom and humor through heartfelt text messages that are now treasured keepsakes.

In addition to his parents, Scott is survived by his wife Emily; three sons from a previous marriage,  Forrest, Travis (Christine), and Morgan (Alyssia); brothers Dene (Nancy), Dan (Mary Jo), and Sam (Shelly);  nieces, nephews, and grandchildren; and a vast circle of friends.
